To maintain and upgrade their services, utility companies require access to the road and have statutory powers under Acts of Parliament.
Derbyshire County Council have a duty to coordinate works, and utilities have a duty to cooperate under the New Roads and Streetworks Act. They cannot refuse works on the highway, but they can direct when they take place to minimise inconvenience.
